Is this okay for a two year old?

Great for a 2 year old, the product is labeled 24+ months and is ASTM F963 certified for under 3 age group

Do I remove the 3 black posts that were used for packing and shipping?

Yes, remove all packaging items there are no small parts or accessories that come with Harry the electric pet dog.

My son got this this past Christmas (2018) and it was working. Today (3/4/2019) its dead, replaced the batteries, still dead. Help?

I brought 2 for my grandsons and both are still working fine, try removing the batteries make sure the contacts are clean and if the puppy still doesn't work I would contact amazon.
