This product has goat's and cow milk, water, sugar, glucose and sodium bicarbonate. Wafers: wheat flour (gluten), water and vegetable oil.

What is the white coating on the outsides of candy?

The outer layer is an edible white thin wafer (similar to slightly thicker than tissue paper). I don't know what it's made of, but it's the same as used in Catholic churches for communion. I wish I had a different comparison, but that's the only other time I've seen that type of thin edible wafer. As such, it's either levened or unleaven bread.
