Does the waistband have that thin elastic inside at the very top? Or are they like lulu’s?

Yes, thin elastic at the top of the waistband. However, the waistband is stretchy enough that I don't think the extra elastic is necessary. In any case, very comfortable around the waist and everywhere else.

Do these give muffin top?

No muffin top. Very comfortable
