looking at the technical details it looks like there are 3 gouges and only one handle. is that correct?

I bought a 3 piece set and they all had there own handle. I think they are very good for the price and for a beginner to learn with and how to sharpen the tools. There is better metal out there, but you are not going to be able to buy 3 gouges for around $75.
