Will this filter help to bring tds levels down and will it help or harm if used as a pre filter to my d.i. System?

Removes chlorine , order and bad taste in the water down to 1 micron. Can't imagine this not being enough for what other chemical your looking for. Also I use a pre filter ahead of this filter also and works fine.

There is a black piece of material inside the filter, it clogs and shifts under oresdure. Am I supposed to move it

Yes. Nothing should be in the intake core to the filter. You may have curled up the label wrap and stuck it inside to save the information. Take it out. It will block the water flow.

Can this be used in a whole house water filtering system that is not reverse osmosis?

Yes, this filter can be used for a whole house. It is being used being used as a whole house filter for our house presently. The cartridges last 6 months minimum. You do have to let the water run for 10-20 minutes to clear the fines out of the filter after installation.
