how do you recharge the battery?

Once the battery is inserted into the phone handset you simply place the handset into the phone base unit (that is plugged into the wall) & it will automatically recharge.

Can you discard in the regular garbage?

As a rule, used batteries are not to be discarded with regular waste. I suggest you call your county Waste Management office (or go online) to find proper disposal procedures.
