It could work, depending upon the circumstances. It does tend to shred and shed tiny bits, so I would suggest using as the under thread and using something else to stitch it down. You’d have to test it with the fabric. A tightly woven fabric will result in more shredding and shedding.

Would this floss be good to make Tassels ?

In my personal opinion this floss would not make a good Tassels. It separates easily and does not knot well the metallic pieces separate
