Would this work in any casette player that isn't in the car?

I can’t see why not. It works well though the volume has to be set quite high.

Will this still work if belt has broken on cassette player on hifi?

Probably not. Most tape decks recognise that as the tape having stopped, and shut off the deck. Or, endlessly try to reverse direction, if in a car.

Can i make and receive calls with this device?

No - it’s only an audio receiver, so you may hear the call audio through it (although my experience is patchy - sometimes it comes through the phone’s speaker instead). It will not pick up your voice.
