How would these ride in a lake with a life jacket on? Are they smooth and easy to steer? They will just be riding for fun at the top of the water...

They work well in a lake, but for me, it was most fun when i was on a tube and held the scooter below me. I am 200lb 6ft2 so it is not fast when pulling me but my teenage kids had more fun with it (130-140 lb) with a life jacket, it still pulls you like a fast swim.

will airplanes allow this on?

Yes i took mine to Mexico inside checked bag and you have to take the batteries on your carry on
