Can't give a definitive answer other than to say. It's a heavy-duty product and my best guess is that with the weight of a chair and a person. It should work.

what is difference between PVC and vinyl ?

Not exactly sure this is correct but PVC will not crack if frozen (like water pipes) whereas vinyl would and not necessary for an indoor office.
