I have a six foot tall fence would this cover the fence top to bottom?

If you buy the 6’ roll yes. My 4’ covers my 4’ fence from the top rail to the ground.

Will it attach to a shorter fence. And help prevent dogs jumping a fence

It works best with the correct height of fence, however there are some areas of my fence that are shorter due to the land. I can tie them off and let it billow out. It will not prevent dogs jumping. It's a lightweight nylon fabric that hinders visibility, though my dogs like to burrow under so they can see the neighbors dog.

Will this fence keep water or sprinklers from the neighbors away from my yard?

Maybe, it’s more of a privacy/wind barrier. But, I think it would stop water from spraying in your yard. I wouldn’t stop water from leaking underneath your fence.
