Can this be used to iron shirts?

Not as well as a standard iron. It is better for getting creases out of an already ironed shirt after being packed in a suitcase for example.

How long is the cord? Thank you.

It is 70cm long from appliance to plug. What I would say though is the cord is fabric covered like the ones you used to get on irons (maybe you still do) so can twist easily.
