Can these be used on a birthday cake？

Yes, you can put butterflies on the birthday cake. They are vivid and beautiful, which will increase the atmosphere of the birthday.

Multiple sizes come in the packet. Some maybe 2-3 inches, others maybe an inch

Can you use without the wire?

You could but they are made of cardboard and would then be flat on the cake. You could fold the wings up to look like they are flying and place them. They are beautiful though.

Are they water proof?

They are paper with a coating, but I wouldn't submerge them in water, but the handled well with my buttercream cupcakes
