Can you use both inner and outer rings on each vent?

I'm not sure I know what you are talking about when you say inner and outer ring. There are 7 rings for each vent in the car. You peel off the tape and apply the ring over the outer A/C vent - just like the picture on Amazon. I purchased these covers in 2021 and I have not had any issues with them coming off. I have gotten many compliments - they look like they came on the car from the manufacturer. Still look like new. Hope this helps.
