I use it for a Star Wars Mandalorian costume, so I would say yes. It is a moderate to hard plastic with no cutting edge.

I have a CS buckler and I'm looking for a good one-handed sword to use with it. Katanas aren't intended for one-handed use, but would it work?

yes. as buckler work is deflection and quick point attacks this will work. i should point out that cold steel also has a dagger and a waister and furthermore a trenchhawk. if you want to train for classic buckler parry and attack i think you will want the waister. barring that any one hand weapon will suffice.
