What are the materials necessary to install it into an outside wall? My contractor told me I'll need some sort of sealer and frame?

I am sorry but I do not know much about construction . What I can tell you is that I purchased these blocks to add height to our existing bathroom shower wall made of glass blocks. There was no frame and it was installed using some block cement. The older glass block was installed over twenty years ago.

Can you cut these blocks down to fit smaller spaces?

These blocks are hollow in the center so they can not be cut like bricks. You would need to purchase a different size block for your application.
