Yes it would fit a syrian hamster. Mine is a two year old female and she has plenty of space.

Can I use this for two female rats?

Yes, we also have two adult female rats and they love their igloo. It's a bit large/tall if you have a small cage, but it fits comfortably into the ground level of our 3-story cage. They originally had the smaller/shorter version of this when they were babies, but they quickly outgrew it. The large size is perfect if your rats are adults.

Can a rabbit fit in this???

Yes! My 8lb and 10lb bunnies fit just perfectly in here!! They love playing peek-a-boo with each other and will nest in there at nightime

Will three female juvenile fancy rats fit in one igloo?

I would say, it would fit just fine. You shouldn't have any problems. My rabbit was too big for this one. she doesn't even use it. But for those rats. Absolutely !!
