Does this work with the samsung Galaxy S8+?

Yes, Samsung s8 and s8+ aswell as the note 8 can technically read up to 2TB I have use my 2tb external hard drive with it all the time

Does this work with gopro?

It is a class 10 card. Should work in any camera that requires a Class 10 Micro SD card. I do not have a GoPro but if it asks for a class 10 Micro SD, it will work.

Is the 400GB sd card compatiable with surface pro 4?

Yes it will. The tablet is capable of using a large SD card like that. I am currently using a Microsoft Surface Pro 2017 and I have an 128GB SD card installed in it and it works fine. I don't know where you would be getting a 400GB SD card. You might as well buy a 1TB SD card for your Surface Pro 4. There's no reason why you would need a 400GB SD card unless you're using a lot of apps that are for art or large PDF files. My Surface Pro 2017 came with 1TB of Onedrive free so I'm not really concerned with the memory bc all my customer's docs are saved on Onedrive so I can access it at work and at home when I need it. I rarely every even use the SD card and 128GB is enough for most people and most cases.

Does this work on a OnePlus 7 device?

OnePlus phones never had micro SD card support. I understand the OnePlus 7 series is no exception. OnePlus claims that micro SD are slower. Thus it will have an effect on phone Performance.
