No, it will not fit. My head size is 7 & 1/4 and this had is snug. OK but actually tighter than I would like.

Does the fur line the entire inside or just the sides?

The fur just lines the earflaps. And the crown is lined with soft and thick padding, which is made from cotton and polyester. :)
