You would need speaker wire and a device to run them off e.g stereo or amp

Are they with earphone jack to connect to my phone?

No. The high current could destroy delicate equipment.

Will these be ok on a 250watt sony amp

Is the amp 250watt per channel RMS or PEAK music power or is it 250W total stereo. ie 125 w per channel? You can use these speakers on the amp if the output is 8ohms and if the output is 250w rms per channel you will have to keep the volume down or you will damage the speakers. If the power is 125w rms per channel then you should not damage the speakers. If the output is Peak then you should be ok but no speaker should ever be pushed to its limit, if you need that kind of power then you should buy a higher wattage speaker.
