Inner rod as in how much can you open the hi-hats??? I'd say open about 2" max.

Can this be used for the the Roland CY-5?

it will fit but you may have to use hardware from the cy5

Does it come with a plastic sleeve for the bottom hat? I don't want to buy this item and risk keyholing the bottom hat.

No it does not… I used electrical black tape and eventually used some fish aquarium tubing to act as a plastic sleeve…
