Can this telescope be controlled by a PC either by ethernet cable (not ideal) or wirelessly or does it need to be a ' Smart device '?

Yes it can. Use Celestron's CPWI control software. You updated you mount's firmware, model it for more accurate GOTO, control from a local PC or laptop, or remote control over the internet.

Would it work easily on a cellular network 3G/4G where there is no wifi. And will it work in remote areas?

Good afternoon You dont need normal wifi You Control your telescope via integrated WiFi using the free Celestron Sky-Portal app for iPhone, iPad, and Android devices So no need for wifi at all, it has Free Celestron Sky-portal Wifi Please contact me for further assistance Kind regards
