How long do they last for before replacing the liner?

I've had mine since 9/4/2018 and if they get dirty I just pull them out while cleaning the fridge, run them under some hot water with a little drop of Dawn, rinse them well, then let them air dry before putting them back in the fridge.

How often do they need to be replaced?

I wash mine a lot so I have never had to replace them. I use soapy water to wash them. let them air dry and use over and over again.

Can you cut to fit these?

Yes, you can cut them to fit your fridge drawers, and they was nicely, by hand of course

I used dish soap to wash by hand but wouldn’t do it again. They last a long time so I just buy new ones about every 6 months
