does this work with Rf signals?

Yes it is for receiving RF signals. Range is about 500 kHz - 1.7 GHz

Are you able to listen to digital communications with this?

When antenna shopping you may want to keep in mind that there is no such thing as a digital antenna. Adding 'digital' to 'antenna' adds money to price, nothing more.

How does this compare to the nooelec txco receiver (amazon.com/dp/b00vz1awqa)?

In addition to the previous answers, this one goes down to 400 kHz, vs 25 MHz for the other recievers.

Do you need Internet to run and operate the software. Can I run it while mobile without Internet?

Once downloaded, no internet connection is needed to run commonly used software like SDR#.
