Pellets not leaves. Bags are cheap and some have holes in them. Definitely mugwort though.

Good Quality, Fresh, Easy Steep to Brew, Strong, Earthy, Astringent
I've been interested in trying Mugwort tea so was happy to find it already bagged into servings and ready to steep. This herb has been used in traditional medicine for centuries. A little research provides an impressive array of potential benefits. I searched the term: 'mugwort studies' - and the first response is the .gov National Library of Medicine; a great jumping off point. The tea that I received tastes very fresh and has a Best By date that's 13 months from now. The tea bags look like little tents, shaped so that water has lots of room to circulate. The mugwort leaves appear to be slender cylinders that unfurl as they're agitated a couple of times while they steep. The flavor is astringent and deeply Earthy. I highly recommend just -1- bag per 6-8 oz of boiling water the first time you try this tea and then adjust the amount and steeping time to your personal preferences. I like mine with fresh, raw, honey and a touch of cream. Indulgent? Yes. And utterly delightful in the late afternoon so that after just a few days I already find myself looking forward to this treat. It's now the winter replacement for my summer afternoon mint tea ritual. TZTZBOM makes it easy to incorporate this fresh and tasty tea into my life. I'm very interested to see if regular consumption of this traditional herb results in some of the benefits that science is only recently beginning to understand and confirm. I drink a 16 oz mug late in the afternoon. About halfway through, I seem to feel more relaxed and I think I might be sleeping a little better, too. This is a nice product and a good experience.

Has a strong bitter taste even when only steeped for a minute and the tea looks like it contains mostly stems
