Can this car charger fast charge my Samsung Z Fold 4?

Samsung uses the terms "Fast Charging" and "Super Fast Charging" with specific meanings. Fast Charging refers to up to 18W charging using a cable with USB A connector and a charger with QC specification. Super Fast Charging refers to 25W (45W for a few select devices) using USB C connectors and charger with PD specification. I don't have a Samsung Z Fold 4, but according to the specifications it supports Super Fast Charging at 25W (using a wired charger with USB C connector that is compliant with the PD 3.0 specification). While your question asks about Fast Charging, you probably want Super Fast Charging for your Samsung Z Fold 4. This charger supports both. This car charger supports both 18W Fast Charging on it's USB A port and 25W Super Fast Charging on it's USB C port. I have tested the 25W Super Fast Charging with my own Samsung phone. The chargers specification states that it supports up to 30W on the USB C port with PD 3.0 devices. Note that in order to be able to get Super Fast Charging the USB C cable between phone and charger must also be PD compliant! A simple USB C data cable does not support the PD charging currents!
