Can you use this to diagnosis why check engine light is on and figure out why car wont start? even of car wont start?

MS309 is a OBD2 scanner that can read and clear codes on OBD2 system and help figure out why check engine light is on.

Will this work on a 2002 for explorer sport trac

Yes, MS309 can work on the 2002 Ford Explorer.

i used this tool and all is said was manufacturer control. no code number with it? what does that mean? 1998 ford explorer sport.

OBD2 is the standard across all US cars. Some manufacturers also add brand specific codes, which may or may not be supported by the code reader. Sound like you have a vehicle/manufacturer specific code not supported by a $20 reader.

Can this disable my key?

No, it can't. please check KM100/ IM508/ IM608.
