Do these tune cb base radios?

Does this mfj-993b tuner come with a power-cord that i can use to connect to my 13v power-supply?

Yes, it does include a power cable to connect to a DC supply. However, this tuner has known problems displaying average power when operating SSB mode. Your average power readings will be much lower that actual average power. Other than that, it's a good product. You may also have to re-install some loose screws or other things MFJ leaves loose!

Do I have to run some kind of ground on the ground connection on back of unit?

It’s best to ground your whole station to a ground rod.

The tuner brings the power cord?

The tuner comes with a power cord that connects to your power supply. You can buy a wall supply also. If you want the auto tuner to work off the radio you need a radio interface for your radio to tuner. But it will tune in manual without the interface cable. KI5JZI
