Can I use this hydrogen peroxide to nebulize?

With proper dilution and it's not recommended to use daily even at low concentrations. .1% is the previously established concentration for safe use as an inhaled form for sinus problems. I have seen some doctors say up to 1% if used infrequently but I would look for further confirmation on safety before going that high and definitely not use it repeatedly. The recent fad of using peroxide undiluted in a nebulizer will risk damage to sensitive internal tissue. Possibly even permanent sinus or lung damage with enough exposure to that high of concentration. The weakened tissue will also be more susceptible to illness or infection and frequently people experience severe nausea and GI upset after exposure to that much peroxide. DO NOT INHALE PEROXIDE WITHOUT DILUTING IT!

Could the spray be used to clean the top of a satainless steel water bottle during travel? I won't have access to clean water to rinse it.

Yes, it is great for that purpose. Cleaning almost anything when you don't have access to clean water is a great use for the FGHP. Once you're done cleaning, wipe with a clean cloth/towel/etc. instead of using water.
