Can you use these as toilet drops?

These drops are used to mitigate odors coming from a colostomy bag. These are not drops for your toilet

Does the 1 oz product shipped come with the lid pictured?...removable screw top lip with flip-top spout?

It comes with removal screw top. It is not flip top. Simply screw on/off.

can this be used for monomer?

It depends on the smell and how bad it is, I find the best way ti use it is to dilute it into a spray bottle 5mls per 200mls.
