Can this be used for homemade tincture.

Yes. I made mine with a 5:1 liquid to herb ratio. For the liquid use both filtered water and grain alcohol 190 proof with a 50/50 mix of water to alcohol. First put the filtered water in a pan and put in the powdered herb while the water is cold. Bring it just to a boil and then cover and let sit until it cools. Next, add the alcohol and seal in an appropriate sized canning jar and let sit for two weeks in a cool dark area. It is then ready to decant if you prefer. I usually don't though because I think it gets more potent as time goes by.

Yes, that's how I have used it for many years. I generally grind it a little finer in a coffee grinder and put a teaspoonful in a reusable cloth teabag.
